The new Licensing Quality and Compliance Framework and associated documentation has now been approved, with a sector briefing in May providing an overview of the new approach and an opportunity to ask questions.

Following a comprehensive review of DCP’s licensing processes, the refreshed approach has been developed to ensure DCP’s licensing process is:

  • aligned to the requirements within the Children and Young People (Safety) Act 2017;
  • thorough and provides quality in order to safeguard children and young people in care;
  • transparent and consistent; and
  • based on the National Principles for Child Safe Organisations, DCP Quality and Safeguarding Framework and the SA Charter of Rights for Children and Young People in Care.

The Framework and associated documentation is publicly available on the licensing section of DCP’s website.

Phased implementation of the Framework has commenced with the establishment of the Licensing and Compliance Panel. It is comprised of members who are subject matter experts from across DCP, as well as external member Anthea Pavy.

Implementation of the new Fit and Proper Assessment Application Process has been identified as a priority.  On 1 June, application forms were distributed to all service providers who currently hold a licence.
