The Commonwealth Department of Social Services (DSS) is conducting a national survey to help improve the Transition to Independent Living Allowance (TILA) payment.

DSS is seeking feedback about the benefits of receiving TILA and any barriers and challenges faced in accessing the payment. They would like to hear from:

  • Care leavers and young people in and/or transitioning from out of home care to understand how TILA can be improved to better meet their needs.
  • Eligible young people who have not yet applied for TILA to find out how they can be better supported to access the payment.
  • Carers and case workers about their experience with supporting young people to access the TILA payment.

The survey is open until 30 July 2022. Access the survey here. DCP staff working with young people transitioning from care are encouraged to complete the survey and share it with carers and young people, where relevant.

Participants who require the survey to be translated into a language other than English, or wish to request a paper copy, can contact the TILA team via email at tila@dss.gov.au.

TILA is a one-off payment of up to $1,500 provided by DSS to eligible young people leaving statutory or formal out-of-home care (OOHC) arrangements, to help them purchase goods and services to support their transition to independent living. To receive the payment, a young person must have a transition from care plan and be in agreement with their caseworker about the goods and services they are planning to purchase with TILA. The purchase must align with the leaving care plan. TILA is paid to the case workers’ organisation and the case worker purchases goods and services on the young persons’ behalf.
