A new working group has been established to support DCP in its ongoing work to reform the licensing process for children’s residential facilities and foster and kinship care agencies.

The working group will provide input to a new Licensing Framework that aims to improve consistency and transparency of process and ensure quality and safeguarding for children and young people. The group met for the first time on 6 June and will next meet on 4 July.

The aim of this reform is to improve the process for service providers to apply for, and renew licences and will support the delivery of better and safer outcomes for children and young people in care.

The reforms will:

  • be aligned to the requirements within the Children and Young People (Safety) Act 2017
  • provide rigour and quality in order to safeguard children and young people in care
  • provide transparent and consistent information on licensing processes
  • remove duplication and improve clarity on existing requirements
  • be based on the National Principles for Child Safe Organisations, DCP’s Quality and Safeguarding Framework and the SA Charter of Rights for Children and Young People in Care.
