Out of Home Care is a critical part of the child protection system and the reforms will increase the capacity, safety and stability of out-of-home care. Flexible models of care will be developed to meet the full range of children's needs.

Family-based care environments will be prioritised. Where this isn't possible, other care environments will be therapeutic and focused on helping children to be the best they can.
